PRESENT:   Jennie Greene, Stephen Lewenberg, Susan Heilbron, Max McCreery

ALSO PRESENT:   Tim Carroll, staff liaison, J B Riggs Parker, BOS liaison,  Virginia Jones

ABSENT:   Richard Williams, Polly McDowell, staff liaison

MINUTES of 4 October, 2007 were MSV with one minor revision

HOLIDAYS:   Tim questioned which holidays should be paid for the staff…for instance, the day after Thanksgiving.   Is the Town Hall closed or open?   Steve suggested having a receptionist here and then give that person a comp day.   Polly, Steve and Tim have been detailed to work on the issue and provide a solution

EVALUATIONS:   Steve presented a draft that he and Max had composed.   It is designed to incorporate several new features including concepts of goals and objectives, that the employee and supervisor work together to establish current and future goals and objectives; that the supervisor is generic as it could be a board chairman, and that goals and objectives should be set at the date of hire, and periodically revised including at the 6 month evaluation period.  In this section, and in all instances the word supervisor shall be replaced by “evaluator.”

The Exec Sec should be the coordinator (gate keeper) – a more detailed description of this role and function will be incorporated into the Policy and Procedure Manual rather that incorporated into the Bylaw.

Riggs:   In this draft the step increases are “beefed up” because of the delay in providing pay increases until the proper evaluations are made and in a timely fashion.

The Board discussed how to insure that evaluations are done on time, and in a consistent fashion.   

Steve:   The role of supervisor needs to be clearly defined in the P & P M.   

The Board agreed that because the anniversary date for various employees will vary, an evaluator should be picked annually by the Supervisor, who shall be determined by the BOS.   and the Exec Sec will provide notice to the evaluator as to the employee to be evaluated, the anniversary date (of first hire by the Town) and will insure that the evaluation is done, signed by both parties and filed.   If an employee has multiple posts all appropriate boards and/or supervisors will be consulted.

Steve:   If a signed evaluation isn’t submitted in a timely fashion all pay increases for the evaluator do not take effect.   Further any pay increases for the staff member will be on hold.

Tim:   Spreading out the evaluation process according to the anniversary date should make the process easier.

COLA:   Because of Richard’s impending surgery and convalescence, Chuck will be asked to work up the figures, and Richard will be asked to review.

NEXT MEETING IS 25 OCTOBER AND SUSAN WILL TAKE NOTES.

NOVEMBER 15 MEETING WILL CONSIDER GRIEVANCE PROCEDURES.
